Updates on Service Bay Allocations and Itinerary

Service Bay Allocations for Kita Aikoku and Rikubetsu has been updated, and the latest version is v2.0 for Kita Aikoku and v3.1 for Rikubetsu.
Itineray with minor error correction has been pubslished, with its version number of 2.3.
